Welcome to Blount County Schools Office of Human Resources. Our mission is to provide excellent and uncompromising service to employees and prospective employees of Blount County Schools. The primary goal of our department, in coordination with principals and supervisors, is to recruit, employ, and retain the highest calibre employees who are committed to individual excellence.

100% of Blount County teachers in Language Arts, Mathematics, Science, Social Studies, Art, Music, and Foreign Language are Highly Qualified in accordance with the No Child Left Behind Act of 2001 and the Tennessee Highly Qualified Implementation Plan. In addition, 100% of teachers are fully licensed in all subjects taught. Furthermore, 100% of Instructional Assistants serving in Title I funded schools are Highly Qualified by having 48 hours of college credit, an Associate's Degree, or passed the Praxis Paraprofessional Exam.

Blount County Schools adheres to the requirement from the No Child Left Behind Act of 2001 in having a hiring plan for teachers who work with English Learners.

"TEACHER ENGLISH FLUENCY – Each eligible entity receiving a subgrant under section 3114 shall include in its plan a certification that all teachers in any language instruction educational program for a limited English proficient child that is, or will be, funded under this are fluent in English and any other language used for instruction, including having written and oral communications skills." [3116 (c)]

Blount County Schools requires all teachers of any language instruction program for English Learners (ELs) to be fluent and competent in the four domains of language assessed by the English Language Proficiency Assessment: reading, writing, speaking and listening. A teacher's fluency in listening and speaking will be documented and evaluated during the interview process. Reading will be satisfied through the college transcript from an English speaking university. Writing fluency will be evaluated through the application responses and written samples provided during the interview process.
Blount County Schools utilizes CATS for all applications. Full-time positions in the school system are posted on the Blount County Schools website under career opportunities and are linked to an application for external and internal applicants.

Applicants for certified positions should have the following: (1) minimum of Bachelors Degree; (2) valid TN teaching license; (3) be Highly Qualified in core areas (Language Arts, Math, Science, Social Studies, Music, Art, or Foreign Language), if applicable; (4) complete an on-line application. After a satisfactory background check has been completed, the Office of Human Resources will contact prospective employees regarding necessary paperwork. A prospective certified employee shall also submit letters of recommendation, transcripts, praxis scores, and a resume to the Office of Human Resources. After a satisfactory background check, paperwork, and approval by Director of Schools are complete, the Office of Human Resources will contact the principal/supervisor regarding a start date for the new employee.
